Early Years:

The original Parmer County Jail was established in 1888 to provide a secure facility for holding prisoners within the county. At the time, the jail was a small, one-room building with very basic amenities. As the county grew, so did the need for a larger and more modern jail facility.

1930s Expansion:

In the 1930s, the jail underwent a significant expansion to accommodate the increasing population and the need for improved security. The new jail consisted of several cells and a larger, more secure cell block.

2000s Renovation:

In the early 2000s, the jail underwent a major renovation to update its facilities and improve living conditions for inmates. This included upgrades to the plumbing, heating, and air conditioning systems, as well as the addition of new cells and a larger recreation area.

Modern Era:

The Parmer County Jail today is a modern facility that meets all state and federal standards. The jail provides a safe and secure environment for both inmates and staff, and includes a variety of programs and services to help inmates prepare for their release and reintegration into society.

The jail also plays an active role in the community, partnering with local organizations to provide support and resources to the formerly incarcerated population.

Controversies

The Parmer County Jail has been the subject of some controversy in recent years. In 2018, the jail was sued by the American Civil Liberties Union (ACLU) for allegedly violating the rights of inmates with mental illness. The lawsuit alleged that the jail failed to provide adequate mental health care to inmates, and that it used excessive force against inmates with mental illness.

The jail has also been criticized for its use of solitary confinement. In 2020, the Texas Civil Rights Project filed a lawsuit against the jail, alleging that it used solitary confinement as a form of punishment, rather than as a last resort. The lawsuit also alleged that the jail failed to provide inmates in solitary confinement with adequate food, water, and medical care.

The Parmer County Jail has denied the allegations made in both lawsuits. However, the lawsuits have raised important questions about the treatment of inmates in the jail, and have led to calls for reform.
